The City of Rio Rancho was the first public entity in New Mexico to use Construction Management At Risk for major projects, and they selected Gerald Martin to build the new City Hall at the center of the new downtown. GM developed an initial budget estimate and then worked hand-in-hand with the City and the architect to achieve a final Guaranteed Maximum Price at 80% CDs within the initial estimate and including more than $200,000 in value-added items.
Gerald Martin built four large office buildings and a parking structure in three phases to complete this complex. GM also built the Summit Office Building, winner of the "2004 Buildy Award" recognizing the facility as one of the "smartest" buildings in North America due to its elaborate, automated security, climate control, and telecommunications systems.
